MANDATE AND DUTIES
OUR SCOPE AND RESPONSIBILITIES:

Design public policies for the development and growth of the general region (geographic scope).

Set vision and strategic orientation for the region.

Prepare, approve and execute strategic plans and studies for the general region.

Direct supervision over planning, designing, and executing ongoing projects before the establishment of RCRC. Including their missions and functions and all related operational and maintenance work, and RCRC is entitled to stop or adjust these programs and projects when needed.

Review and approve plans, programs, and projects, prepared by both RCRC and by other ministries and governmental institutions, to guarantee sustainable growth in the geographic scope.

Determine what other ministries and governmental institutions’ functions and missions are to be transferred to RCRC – partially or completely – and their mechanism. The transfer, according to RCRC, shall include assets, properties, financial citification, human resources… etc..

Set strategies, business models, and partnerships with private and public, and nonprofit sectors and setting necessary financial plans in this regard.

Set rules, conditions, and criteria for the region, including those related to Saudi building and urban codes, roads, building designs, commercial facilities… etc., to achieve the highest levels of growth and development.

Review plans, studies, blueprints, and executive programs for the working government apparatuses in the geographic scope and taking necessary related decisions.

Suggest regulations, rules, and conditions related to RCRC’s functions and missions and adjusting the applicable ones.

Monitor the region’s infrastructure project plans in coordination with concerned apparatuses.

Prioritize the execution of business, services, projects, and programs in the geographic scope, including monitoring the function and efficiency of these entities.

Designate properties for expropriation according to RCRC to develop the region, and complete all necessary legal procedures in this regard.

Monitor the rehabilitation and development of existing urban areas, and address the economic, security, social, and environmental status of slum areas and instigate actions for improvement where necessary.

Prepare and approve building regulations and building use to align with and contribute to the execution of Riyadh’s plans for development and growth.

Revise and approve land division plans in the geographic scope.

Coordinate and organize regulatory efforts between government apparatuses in the geographic scope, through approved plans and programs.

Coordinate with all ministries and government apparatuses to ensure the implementation of tasks and competencies assigned to RCRC and its objectives.

Set necessary programs, mechanisms, procedures, and catalysts for the private sector’s alignment and contribution to the execution of plans for development and growth of Riyadh.

Participate in achieving development goals and the execution of projects and services in the geographic scope.

Establish companies or contribute to them by statutory procedures.

Represent the Kingdom in relevant national and international authorities and organizations.

Cooperate with both national and international study centers and consulting firms, thereby contributing to achieving RCRC’s mandated objectives.
The “ Regulatory Arrangements ” issued by Royal Decree No. " A/312 ” dated 9 Rabi’ al-Thani 1441 AH stipulated that the geographical scope of the Royal Commission for Riyadh City " is determined by the boundaries of the development protection of Riyadh city, and the places outside its boundaries determined by the Board of Directors of the Royal Commission that are related to the objectives, competencies and tasks of the Commission.”
The area of the development protection border in Riyadh City is 5,960km2.
